Commissioner Harvey traveled to Newport, RI from October 21-23, 2026, to meet with the Stockton Center for International Law and speak at 2026 Northeast Trade and Transportation Conference.
Commissioner Harvey met with professors at the U.S Naval War College Stockton Center for International Law to discuss future collaboration between the center and FMC on educational opportunities related to maritime law, including freedom of navigation and the right of innocent passage.

Later in the trip, Commissioner Harvey spoke at the Coalition of New England Companies for Trade (CONECT) 2026 Northeast Trade and Transportation Conference. Commissioner Harvey discussed current FMC initiatives and the importance of economic security in today’s world. “I believe that economic security and national security are one and the same; the FMC is taking a more international focus on issues impacting U.S. shippers to strengthen the country’s economic security,” Commissioner Harvey told attendees.
