A. Form FMC-18 Application Submission Instructions

The FMC systems are now operational as of October 30, 2026.

All Form FMC-18 applications submitted on the FMC website, by email, or by paper mail, from the period of October 14, 2026, through October 30, 2026, should be resubmitted electronically through the Form FMC-18 Applications Online Portal. Please also ensure that you have remitted payment to Pay.gov in accordance with the normal processing steps. If you have already made a payment but were unable to make an application submission due to the outage, reach out to FMC’s Bureau of Certification and Licensing at BCL@fmc.gov for assistance processing your application.

OTI Bond

All New Bonds, Bond Riders, Bond Terminations, Bond Recissions, and Other Bond Emails sent to BCL@fmc.gov during the outage period will now be fully processed. The normal submission process should continue to be followed.

Form-1

Common Carrier Tariff and MTO Schedule Registration Form (FMC-1) should be submitted electrically per the normal processing steps. All Form-1 inquires can be sent to form1@fmc.gov.

FMC-65 Renewals

Foreign Based Unlicensed NVOCC Registration (Renewals, New application, and Changes) should be submitted here (FMC-65 Renewals). Please follow the normal submission process.

OTI List Updates

Currently, the OTI List will be updated weekly as we continue to bring all aspects of the system back online. Once this portion of the system is fully functional, the FMC will return to a daily refreshed posting. Please send any inquiry to OTI@FMC.gov regarding an individual company’s licensing status.
