Commissioner Mario Cordero's Remarks at the World LNG Fuels Conference in Houston, Texas on January 26, 2012
As you are all aware, there has been significant activity in the maritime community in the environmental arena, including advocating for the use and development of alternative fuels. The Federal Maritime Commission is an independent regulatory agency responsible for regulating ocean borne transportation in the foreign commerce of the United States. My remarks today are my personal views and do not necessarily represent the views of the FMC. My past association on environmental policy issues also stems from my previous experience as a Commissioner at the Port of Long Beach, by all accounts a global leader not only in containerization, but a leader as a Green Port.

Notice of Proposed Rulemaking: Adjustment of the Amount for the Optional Rider for Proof of NVOCC Financial Responsibility for Trade with the People’s Republic of China
The Federal Maritime Commission proposes to amend its rules regarding the amount of bond coverage required in its optional China Bond Rider for Non-Vessel-Operating Common Carriers (NVOCCs). The proposed rule is intended to provide NVOCCs with the ability to post a bond with the Commission that satisfies the equivalent of 800,000 Chinese Renminbi, for which the equivalent dollar amount has fluctuated since the regulation was first adopted by the Commission. Comments due by March 12, 2012.

Notice of Inquiry: Non-Vessel-Operating Common Carrier Negotiated Rate Arrangements; Tariff Filing Exemption
The Federal Maritime Commission is issuing this Notice of Inquiry seeking comments on ways to make the tariff filing exemption provided to licensed non-vessel-operating common carriers in its regulations more useful, including its possible extension to foreign-based non-vessel-operating common carriers not licensed by the Federal Maritime Commission. Comments are due on or before March 26, 2012.
