People’s Republic of China Provides Clarity to its Recently Implemented Value Added Tax Measures
The China Ministry of Finance (MOF) and the State Administration of Taxation (SAT) have now jointly agreed to exempt shipping transportation from their recently implemented VAT law. It is understood the exemption will be retroactive to 1 August 2013. A joint circular (Caishui 2013 No 106) has been issued by the MOF and SAT explaining the exemption.

Commissioner Doyle briefed the Federal Maritime Commission at today's open meeting and provided details and recent information pertaining to efforts to clarify the People's Republic of China new Value Added Tax regime. He also discussed China's interest in establishing a mutual NVOCC legal assistance and mutual bond rider recognition mechanism as well as tax concerns in connection with terminal ownership and operations.

The U.S. may become an important LNG supply source for Japan in the coming years. With the widening of the Panama Canal expected to be completed in 2015, LNG exported from the U.S. to Asia would save nearly 2 weeks transit time if the Panama Canal is utilized.
