At the open portion of its September 20, 2000 meeting, the Commission determined to take the following actions. These actions will not be effectuated until appropriate documents implementing them are prepared and issued.

Docket No. 00-07 - Advance Notice of Proposed Rulemaking Concerning Public Access Charges to Carrier Automated Tariffs and Tariff Systems under the Ocean Shipping Reform Act of 1998

Upon consideration of the record in this proceeding, the Commission directed the staff to develop a circular letter to provide guidance to carriers and tariff publishers concerning reasonable charges for access to carrier tariffs and tariff systems.

Petition No. P1-00, Petition of the Port of Houston Authority for the Institution of a Rulemaking Proceeding

This Petition requested the institution of a rulemaking proceeding to address the lawfulness of provisions in marine terminal schedules or contracts providing for the collection of attorneys' fees and litigation costs. The Commission determined to deny the Petition.
