The Office of Consumer Affairs & Dispute Resolution Services, Federal Maritime Commission ("FMC"), is recruiting for an attorney position (GS-11/14), with promotion potential to GS-14.

The FMC is a small independent regulatory agency which oversees oceanborne transportation in the nation's foreign trades, and administers statutes which include the Shipping Act of 1984, the Foreign Shipping Practices Act of 1988, section 19 of the Merchant Marine Act, 1920, and Sections 2 and 3 of Public Law 89-777.  The Office of Consumer Affairs & Dispute Resolution Services provides mediation and other alternative dispute resolution services, and responds to complaints from consumers, shippers and other parties engaged in international ocean shipping.  Attorneys in this Office serve as mediators to facilitate resolution of disputes, assist complainants in resolving shipping difficulties, and adjudicate certain claims for reparations.  In performing these responsibilities, attorneys have frequent contact with the ocean shipping industry and the maritime bar. Applicants should have excellent verbal communication skills and research and writing skills.  Experience with negotiations, litigation and/or mediation would be desirable, as would experience with maritime law, transportation law, and customs issues.   Membership in a state bar and at least one year of experience as an attorney is required.   The duty station is Washington, D.C.

All submissions must include an OF-612 (Optional Application for Federal Employment) or a resume that contains equivalent information.  Applicants with less than two years of legal experience are required to submit a photocopy of their Law School transcript.
