APPLICANTS WILL BE EVALUATED ON THE BASIS OF EXPERIENCE AND THE QUALITY RANKING FACTORS DESCRIBED BELOW. APPLICANT MUST SHOW CLEARLY THE EXTENT TO WHICH HE/SHE POSSESSES THE KNOWLEDGE, SKILLS AND ABILITIES DESCRIBED BELOW.
DUTIES AND RESPONSIBILITIES: The incumbent serves as the Inspector General (IG) for the agency. Provides leadership and coordination and recommends policies for activities designed to promote economy, efficiency, and effectiveness in the administration of FMC programs and operations. Keeps the Chairman and Congress fully and currently informed about problems and deficiencies relating to the administration of the agency’s programs and operations and the necessity for and progress of corrective action. Reviews existing and proposed legislation and regulations concerning programs and operations of the agency and makes recommendations concerning the impact of such legislation and regulations on the economy and efficiency in the administration of such programs and operations. Plans and directs an audit and investigative program to detect and prevent fraud, waste, and abuse in agency program activities. Prepares semiannual reports on agency activities to each House of the Congress. Reports expeditiously to the Attorney General whenever it is determined that reasonable grounds exist to believe that there has been a violation of Federal criminal law. Manages human, financial and other resources in accordance with law, regulation and public policy to achieve intended program results efficiently, economically, and effectively. Recommends changes to existing or new policies, procedures, standards and criteria to ensure efficient and economical use of agency resources.

QUALIFICATION REQUIREMENTS: All applicants are required to meet the qualification requirements listed in the Office of Personnel Management (OPM) Operating Manual for Qualification Standards for General Schedule Positions (which is available for review in any Federal Personnel Office or online at www.opm.gov). Those requirements are summarized below:
GS-15: All applicants must possess 52 weeks of specialized experience equivalent to the GS-14 level.
Specialized experience is experience which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of that position.
QUALITY RANKING FACTORS: Applicants who meet the qualification requirements described above will be further evaluated by determining the extent to which their education, work experience or related training, awards and performance appraisals indicate they possess or have the potential to acquire the following knowledge, skills, and abilities. THESE QUALITY RANKING FACTORS SHOULD BE ADDRESSED IN ORDER TO BE GIVEN APPROPRIATE CONSIDERATION UNDER THIS ANNOUNCEMENT.
1. Knowledge of the Office of the Inspector General Program and IG functions.
2. Ability to apply management principles related to planning, organizing, staffing, directing, coordinating, reporting, allocating resources, and selecting, developing and utilizing subordinate staff.
3. Familiarity with generally accepted accounting and auditing practices and procedures; investigative techniques; and the basic principles and policies of personnel management.
4. Skill in communicating effectively and persuasively, both orally and in writing.
5. Analytical ability sufficient to weigh implications, identify potential problems, and propose effective solutions.

2. A copy of the most recent performance appraisal and performance plan (elements and standards for achievement) if not indicated clearly on the annual performance appraisal (required of current Federal employees);
2. A copy of the last or latest SF-50, “Notification of Personnel Action,” (required of all current Federal employees and of candidates applying on the basis of their reinstatement eligibility); and
3. Supplemental narrative statement addressing the quality ranking factors (desirable, either on the application or on an attachment).
OTHER INFORMATION:
Relocation expenses will not be paid.

Interagency Career Transition Assistance Plan (ICTAP)/Career Transition Assistance Plan (CTAP) eligibles must be well-qualified for the position in order to receive special selection priority. To be considered well-qualified, candidates must meet all eligibility and qualifications requirements and must meet the fully successful level using the established rating criteria.
