The Bureau of Enforcement, Federal Maritime Commission (“FMC”), is recruiting for an attorney position (GS-11/14).  (Promotion potential to GS-15)
 
The FMC is a small independent regulatory agency which oversees oceanborne transportation in the nation’s foreign trades, and administers statutes which include the Shipping Act of 1984, the Foreign Shipping Practices Act of 1988, and section 19 of the Merchant Marine Act, 1920.   Attorneys in this Bureau litigate cases before Administrative Law Judges, work closely with Area Representatives in investigatory activity, negotiate settlements and informal compromises of civil penalties, act as Investigative Officers in formal fact-finding proceedings, and provide legal advice to the Commission’s operating bureaus.   In performing these duties, attorneys of this Bureau have frequent contact with the regulated industry and the maritime bar. Applicants should have excellent research and writing skills, as well as some education/experience in, and aptitude for, trial practice.  Membership in a state bar is required for attorney positions, and at least one year of experience as an attorney is required for consideration above the entry grade of GS-11.  Qualified candidates for bar membership in 2007 may apply for consideration as a law clerk (GS-09) pending bar admission.  The duty station is Washington, D.C.
